Yes/No explanations are Vote Book’s plain-English reading of the official Fair Ballot Commission statement; the ballot wording is quoted exactly.
A Yes vote means: The Alabama Constitution changes. If the lieutenant governor's office becomes vacant more than 60 days before the next general election for state offices, an election would fill it for the rest of the term. The Legislature could set the pay of the lieutenant governor and legislative officers by joint resolution. Legislators' travel spending would need approval by an officer elected by their chamber.
A No vote means: The Constitution does not change. A lieutenant governor vacancy generally stays open until the next regular election, and the Constitution keeps setting the pay of the lieutenant governor and certain legislative officers.
Proposing an amendment to the Constitution of Alabama of 2022, to provide for the election of a Lieutenant Governor if the Office of Lieutenant Governor becomes vacant during the first two years of a term, to authorize the Legislature to set the salary of the Lieutenant Governor and officers of the Legislature, and to require any expenditure of legislative funds for travel to be approved by a legislative officer. Proposed by Act 2026-341.
A Yes vote means: The Constitution changes to let two or more neighboring county school boards agree to merge into one school system. The State Board of Education would first have to study and publish the effects. If at least 25% of qualified voters in any affected system protest in writing, the merger would also need approval by voters in each affected county and overall.
A No vote means: The Constitution does not change. There is no process for merging county school systems, and each county board of education stays separate.
Proposing an amendment to the Constitution of Alabama of 2022, to provide a process for the creation of a consolidated county school system by merging two or more contiguous county boards of education; to require the State Board of Education to conduct an impact study on the potentia1 [sic] effects of the consolidation; to require publication of the impact study; to provide a procedure for protesting a proposed consolidation of two or more county school systems; and to require the State Board of Education to adopt rules. Proposed by Act 2026-378.
A Yes vote means: The Constitution changes to require every local school board to adopt policies for the Pledge of Allegiance at the start of each school day and allowing student-initiated, student-led prayer in public K-12 schools. No student could be required to take part.
A No vote means: The Constitution does not change and does not require these policies.
Proposing an amendment to the Constitution of Alabama of 2022, to require local boards of education to adopt policies requiring each public K-12 school to recite The Pledge of Allegiance to the United States flag at the beginning of each school day; and to require local boards of education to adopt a policy authorizing student-initiated and student-led prayer. Proposed by Act 2026-379.
A Yes vote means: The Constitution changes to require every local school board to have each public K-12 school broadcast the first stanza of The Star-Spangled Banner at least once a week during school hours, or allow a school-approved group or vocalist to perform it.
A No vote means: The Constitution does not change and does not require this.
Proposing an amendment to the Constitution of Alabama of 2022, to require local boards of education to adopt policies requiring each public K-12 school to broadcast or sanction the performance of the first stanza of The Star-Spangled Banner at least once per week during school hours.
No local amendments or special elections appear on the official Randolph County sample ballot.
