Statewide amendments (on every Alabama ballot)

Yes/No explanations are Vote Book’s plain-English reading of the official Fair Ballot Commission statement; the ballot wording is quoted exactly.

Statewide Amendment 1

Act 2026-341

A Yes vote means: The Alabama Constitution changes. If the lieutenant governor's office becomes vacant more than 60 days before the next general election for state offices, an election would fill it for the rest of the term. The Legislature could set the pay of the lieutenant governor and legislative officers by joint resolution. Legislators' travel spending would need approval by an officer elected by their chamber.

A No vote means: The Constitution does not change. A lieutenant governor vacancy generally stays open until the next regular election, and the Constitution keeps setting the pay of the lieutenant governor and certain legislative officers.

Official ballot wording
Proposing an amendment to the Constitution of Alabama of 2022, to provide for the election of a Lieutenant Governor if the Office of Lieutenant Governor becomes vacant during the first two years of a term, to authorize the Legislature to set the salary of the Lieutenant Governor and officers of the Legislature, and to require any expenditure of legislative funds for travel to be approved by a legislative officer. Proposed by Act 2026-341.

Statewide Amendment 2

Act 2026-378

A Yes vote means: The Constitution changes to let two or more neighboring county school boards agree to merge into one school system. The State Board of Education would first have to study and publish the effects. If at least 25% of qualified voters in any affected system protest in writing, the merger would also need approval by voters in each affected county and overall.

A No vote means: The Constitution does not change. There is no process for merging county school systems, and each county board of education stays separate.

Official ballot wording
Proposing an amendment to the Constitution of Alabama of 2022, to provide a process for the creation of a consolidated county school system by merging two or more contiguous county boards of education; to require the State Board of Education to conduct an impact study on the potentia1 [sic] effects of the consolidation; to require publication of the impact study; to provide a procedure for protesting a proposed consolidation of two or more county school systems; and to require the State Board of Education to adopt rules. Proposed by Act 2026-378.

Statewide Amendment 3

Act 2026-379

A Yes vote means: The Constitution changes to require every local school board to adopt policies for the Pledge of Allegiance at the start of each school day and allowing student-initiated, student-led prayer in public K-12 schools. No student could be required to take part.

A No vote means: The Constitution does not change and does not require these policies.

Official ballot wording
Proposing an amendment to the Constitution of Alabama of 2022, to require local boards of education to adopt policies requiring each public K-12 school to recite The Pledge of Allegiance to the United States flag at the beginning of each school day; and to require local boards of education to adopt a policy authorizing student-initiated and student-led prayer. Proposed by Act 2026-379.

Statewide Amendment 4

Act 2026-424

A Yes vote means: The Constitution changes to require every local school board to have each public K-12 school broadcast the first stanza of The Star-Spangled Banner at least once a week during school hours, or allow a school-approved group or vocalist to perform it.

A No vote means: The Constitution does not change and does not require this.

Official ballot wording
Proposing an amendment to the Constitution of Alabama of 2022, to require local boards of education to adopt policies requiring each public K-12 school to broadcast or sanction the performance of the first stanza of The Star-Spangled Banner at least once per week during school hours.

Ballot wording taken from the official sample ballot

A No vote means: This senior property-tax exemption is not authorized by this amendment.

Official ballot wording

Wilcox County special election: renewal and continuation of 9 mills (Section 66-10.00 and Section 217(f))

Ballot wording taken from the official sample ballot

A Yes vote means: Wilcox County could levy the Section 66-10.00 special tax at 19 mills, a 9-mill increase in that tax (7 mills for the county school board, 2 mills for the county general fund) starting with the tax year beginning Oct. 1, 2027, taking effect as an existing 9-mill tax expires, so the ballot states there is no net increase in the present rate.

A No vote means: This levy is not authorized.

Official ballot wording
Shall the governing body of Wilcox County, Alabama, in order to renew, continue and preserve the current rate of ad valorem taxation in the County, be authorized to levy and collect, at the rate of 19 mills per dollar ($1.90 per $100) of the assessed value of taxable property in the County, the special ad valorem tax provided for under Section 66-10.00 of the Constitution of Alabama of 2022, which authorization, if approved, will effect an increase in the rate of said tax of 9 mills; said increase to be allocated and apportioned (i) 7 mills to the Wilcox County Board of Education for public school purposes and (ii) 2 mills to Wilcox County for deposit into the general fund of the County; said increase to be effective for each tax year of the County commencing with the tax year that will begin on October 1, 2027 (for which taxes will become due and payable on October 1, 2028); and said increase to become effective simultaneous with expiration of a 9-mill special ad valorem tax levied in the County for the benefit of the said Board of Education and the County, all to the end that there be no net increase in the present rate of taxation in the County?
