How it works

Taking into account the European Parliament elections, the European Council proposes a candidate for Commission President by qualified majority. Parliament then elects the candidate by a majority of its component members (TEU Article 17(7)). Each member state proposes a Commissioner; nominees face hearings in Parliament committees, and Parliament votes once on the whole College (the vote of consent). The European Council then appoints the Commission.
