How elections work in South Africa

Municipal councils

In local elections, metropolitan councils and local councils are elected with a mixed system: about half the councillors are ward councillors elected by the most votes in each ward, and the rest come from party lists in proportion to votes (proportional representation, PR). Voters in local municipalities also vote for the PR seats on their district council. Independent candidates can stand in wards.

Contestants pay deposits: for example R4 700 for a party in a metro, R2 800 in a local council, R1 800 in a district council or for an independent ward candidate (IEC).

National Assembly

The National Assembly has 400 seats: 200 regional seats elected per province and 200 from national party lists. Since 2024, independent candidates can stand for regional seats. Seats are allocated by quota under Schedule 1A of the Electoral Act (IEC).
